The Economically Disadvantaged Woman Owned Small Business (EDWOSB) program was created by the Small Business Administration to emphasize the participation of women owned business in Federal and other procurements.
This is accomplished in one of two ways:

By negotiating a sole source award directly with an EDWOSB (See FAR 19;1506 and FAR 15.002(a)).

By setting aside procurements for exclusive participation of EDWOSB firms (see FAR 19.1505).
Negotiated sole source awards to EDWOSB are 100% authorized when the conditions of FAR 19.1506(b)(1)-(3) are met.
