The Historically Underutilized Business Zone (HUBZone) program was created by the Small Business Administration to emphasize the participation of qualified HUBZone firms in Federal and other procurements.
This is accomplished in one of two ways:

By negotiating a sole source award directly with a HUBZone firm (See FAR 19:1306 and FAR 15.002(a)).

By setting aside procurements for exclusive participation of HUBZone firms (see FAR 19.1305).
Negotiated sole source awards to HUBZone firms are 100% authorized when the conditions of FAR 19.1306(a)(1)-(6) are met.
